API People’s Solidarity Statement on the Indictment of NYPD Officer Peter Liang 아태 민중연대 공개 성명 </font size = 3>

April 3, 2015 – We, API People’s Solidarity (APIPS) first and foremost extend our love and solidarity to the family and loved ones of Akai Gurley whose life was stolen by the NYPD via Officer Peter Liang last December. APIPS commends the Brooklyn DA on the indictment of Officer Liang and supports the family of Akai Gurley in their pursuit of justice.
아태 민중연대 (APIPS)는 우선 지난 12월 뉴욕 경찰소속 Liang Peter경사에 의해서 목숨을 빼앗긴 Gurley Akai의 가족과 친지들에게 사랑과 연대의 뜻을 표합니다. 브루클린 검찰에의 기소 결정을 치하하고 Gurley가족의 정의추구를 지지합니다.
Our coalition stands in opposition to communities in Los Angeles, Silicon Valley, Philadelphia, Boston and New York City who have announced plans to hold rallies in support of Peter Liang. The reasoning has been that Liang is a scapegoat because he is Asian, and they reference that officers Darren Wilson and Daniel Pantaleo, responsible for the murders of Mike Brown in Ferguson and Eric Garner in Staten Island, respectively, were not indicted. We as members of pan-Asian community understand the sentiments of wanting to take care of our own and to object when the criminal injustice system gets its death grip on a community member who is someone’s grandson, brother and son. In the case of Peter Liang, we know with certainty that to support his indictment is to stand on the side of justice. Officer Liang must be held accountable for his use of deadly force that led to the ending of Akai Gurley’s life.
우리 아태민중연대는 Liang경사의 기소결정을 반대하여 Los Angeles, Silicon Valley, Philadelphia, Boston and New York City 등 몇몇 지역사회에서Liang경사의 기소결정 철회를 요구하는집회를 하겠다는 발표에 반대함을 또한 표합니다. 기소결정 철회 주창의 근거는 퍼거슨 사태에서 Brown씨 및 스태튼 아일랜드에서 Garner씨를 살해했던 윌슨 경사와 판탤레오 경사들은 기소되지 않았음에도 Liang 경사가 동양인라는 희생양으로 기소가 되었다는 것입니다. 이는, 주류사회의 인종차별을 경험한 범아시아계 지역사회안에서는 충분히 공감할 수 있는 내용이나, 우리의 부모, 형제, 이웃을 죽음의 손아귀로 낚아채는 경찰폭력에 대한 당연한 형법 절차로써, 전체적인 조직구도 내에서 Liang 경사의 기소를 보는 것이 더 정확하다고 생각합니다. 현재 형사사법제도의 부조리, 불공정함을 개선하기 위해 우리는 싸워왔고, 그 대상 경찰이 아시안이기때문에 예외를 두어선 안되겠습니다.
Justice for Akai Gurley and for all people who have been killed, beaten and had their rights violated by police around the country without an indictment, much less a conviction for their actions. We look to the case of Yong Xin Huang, a 16-year old who was killed 20 years ago this month in March 1995 by NYPD officer Steve Mizrahi in Bushwick. There was large community outcry when Huang was killed, and for good reason. Protesters, led by Huang’s family, called for an indictment of Mizrahi, and for good reason. In the case of Peter Liang, the Asian person is on the other side, and we as a community need to stand with the grieving family of Akai Gurley to demand justice for Akai and for all who have had their lives stolen by police.
Gurley, Garner, Brown뿐만이 아니라, 얼마나 무수히 많은 사람들이 시민의 지팡이라는 경찰에 의해서 인권을 유린당하고 살해되었는지, 그 범범 경찰들이 얼마나 많이 기소되지 않고 방면되었는지 우리는 기억해야합니다. 지난 3월은 1995년 당시 16살이던 황용신군을 Bushwick동네에서 뉴욕경찰 미즈라히 (Steve Mizrahi) 경사가 뒷목에 총을쏘아 죽인 20주년입니다. 그 때당시, 우리 아태 지역사회내의 많은 사람들이 미즈라히 경사의 기소를 요구하며 시위에 동참했고 형사사법제도의 불공정함을 항의했습니다. 지금 Gurley 사건의 량 경사는 그 때 황용신과 정반대의 입장에 서있습니다. 그러므로, 우리 아태 지역사회는 지금 Gurley의 가족의 외롭고 고단한 정의 추구에 공감하고 동참해야합니다.
We see the indictment of Officer Liang as the first necessary step toward holding the NYPD accountable to the communities it claims to protect and serve.

We also know that the militarized policies and practices of policing in New York City have strong connections to impunity in our home countries in the Asia Pacific region and around the world. We continue to fight for justice for the murder of Jennifer Laude by U.S. Marine Joseph Pemberton in the Philippines. It is our duty as members of pan-Asian diasporic communities to ensure an end to impunity for all officers who kill civilians. We will continue to organize and speak out until all police officers and military personnel are held accountable for brutalizing and killing Black, Latino, Trans*, im/migrant, homeless, indigenous, Muslim and perceived to be Muslim community members.
또한 우리는 현재 아태지역에서 주둔하는 미국군대의 행동양식과 더욱 군사화되고 있는 뉴욕경찰의 지역사회에서의 행동양식에 유사점이 있음에 주목해야합니다. 우리 아태 민중연대는 미해병대 소속 펨버톤 (Joseph Pemberton)이 필리핀에서라우데 (Jennifer Laude)를 살해한 것에 대한 형사 정의를 추구하는 것 및 모든 민간인에 대한 미군 범죄를 척결하는 것에도 동참하고 있습니다. 국내에서는 경찰폭력에의한 부정의와 싸우고, 국외에서는 미군 범죄에 대한 부정의와 싸우는 것이 아태출신으로서 우리의 의무입니다. 우리는 뉴욕과 전 세계에서 아태계, 흑인계, 라틴계, 이민자, 성소수자, 노숙자, 현지원주민, 무슬림, 또는 무슬림이라 보여지는 주민들에 대한 그 모든 경찰과 미국 군대에 의한 과도한 탄압과 살해/살인을 묵과하지 않고 그들의 면책받지 않도록 목소리를 높여 투쟁할 것입니다.
APIPS joins the family of Akai Gurley and community in their call for Governor Cuomo, Mayor de Blasio, and the entire NY Justice Department to (re)examine the 179 NYPD-related killings from the past 15 years, of which only 3 have led to an indictment. We will continue to struggle against racist police killings targeting Black and Brown communities in the U.S., and we refuse for our communities to be used as a wedge in order to weaken the larger movement to end police murder, which is linked to the U.S. imperialist aggressions in the Asia-Pacific and around the world.
아태 민중연대는 뉴욕주지사 쿠오모, 시장 드 블레지오, 및 경찰 조직 전체가 지난 15년동안 179건의 경찰에 의한 시민 살해가 있었음에도 단 3건만 기소된 열악한 인권유린의 현실을 바로잡기를 촉구하는Gurley의 가족 및 지역사회의 요구에 동참합니다. 우리는 인종차별적으로 검은색, 갈색 피부의 지역사회에 중점적으로 일어나는 경찰폭력을 대항하여 미국내에서 일어나는 지역주민들의 투쟁에 동참하며, 세계와 아태지역에서 미국의 제국주의적 침략/폭력에 항거하는 각국의 국민들의 투쟁에 동참합니다. 흑색, 갈색 피부에 흑인계 및 더욱 군사화되고 있는 경찰은 심각한 문제이며, 많은 단체들이 이에 집중하여 활동을 하고 있는 현재, 우리 아태출신의 미국인들은 그에 발맞추어 동참을 선언합니다. 경찰의 인종차별적인 폭력과 미 제국주의적 만행은 분명한 연관성이 있으며, 지역 공동체들의 인종적 보호 감성이 보다 큰 사회의 정의 추구에 걸림돌이 되지 말아야함을 분명히 밝힙니다.
