Hundreds of activists across the US call for the cancellation of US-ROK Freedom Shield 25 military exercises in Korea

Ahead of the US-ROK Freedom Shield exercises in Korea, Nodutdol for Korean Community Development’s “US Out of Korea” campaign mobilized hundreds of people in New York, San Francisco, Los Angeles, and Seattle to demand an end to US militarization and escalation towards war.

On March 1, the US out of Korea campaign held rallies across New York City, San Francisco, Los Angeles and Seattle, bringing together hundreds of people in opposition to the upcoming Freedom Shield military exercises taking place between March 10 to March 19 in South Korea.

In New York, over 200 people gathered in Dag Hammarskjöld Plaza, joined by Korean survivors of the atomic bombing of Hiroshima who shared the devastating impact of the US nuclear bomb. Member of European Parliament Marc Botenga also spoke on the necessity of diverting resources away from militarism and war towards peace and international solidarity. Activists marched to the US Mission to the UN building, where they shared a statement of support from progressive organizations in the Republic of Korea.

In San Francisco, 250 people gathered at the Comfort Women memorial, where a diverse program of cultural ceremony and drumming performances ensued. Speakers from BAYAN, Palestinian Youth Movement, and the Party for Socialism and Liberation highlighted the importance of international solidarity and the urgent need to remove US military presence around the world.

In Los Angeles, 150 people took to the streets of Koreatown to demonstrate opposition against the upcoming Freedom Shield war games in Korea. The demonstration began with a slate of speakers and cultural performances at the Wilshire and Vermont Metro Station and ended with a march to the Republic of Korea (ROK) Consulate.

In Seattle, community members organized a vigil in front of the Republic of Korea Consulate in Seattle to commemorate and honor the life of Gil Won-Ok, a survivor of Japanese sexual slavery and activist for comfort women’s justice who passed away in February. They read testimonies from other comfort women, shared personal stories and migration histories, and reaffirmed the demand for the end of the US military occupation of Korea.

As ROK President Yoon Suk Yeol faces his final impeachment hearing and President Trump continues to seek diplomacy with the DPRK, Korea’s political future faces much uncertainty. In the midst of this, the annual Freedom Shield military exercises will be taking place in March. Freedom Shield is an important source of tension with the DPRK, and this year will grow by 70% from 10 combined firepower drills in 2024 to 17 drills this year. On March 1, ROK progressive organizations, trade unions, civil society groups, and political parties mobilized a national protest raising a progressive agenda, including the demand to cancel the Freedom Shield military exercises.

Large-scale springtime US-ROK military exercises have been held annually since 1976. These war games took on the name “Freedom Shield” under Biden in 2023, a year in which US-DPRK relations entered their nadir and tensions within Korea and the region spiked. Last year, the Freedom Shield exercises reached a dangerous scale – evolving into a multilateral exercise involving the militaries of 12 countries, and double the number of exercises from the previous year. The participation of additional countries in Freedom Shield 2025 has yet to be announced.

Though the Trump administration has publicly indicated interest in reopening dialogue with the DPRK, activists say that the expansion of Freedom Shield, along with other military exercises like Polaris Hammer, demonstrates a lack of sincerity towards diplomacy. Organizers warn that the administration’s recent joint statement with the Republic of Korea and Japan—reaffirming its commitment to the Japan-South Korea-US trilateral security cooperation (JAKUS), and to strengthening the international sanctions regime against the DPRK—closely mirrors the Biden administration’s Korea policy, which intensified the tensions between the two Koreas.

In light of this, the US Out of Korea campaign is calling for the cancellation of the Freedom Shield 25 military exercises, and the end of US military aggression of all forms against the Korean people. Over 100 US organizations have endorsed a statement calling on President Trump to abide by these demands.

Winter Oh, Nodutdol for Korean Community Development said, “While the South Korean people are locked in a battle for their democracy during President Yoon Seok Yeol’s impeachment crisis, the Trump administration is moving forward with extremely aggressive war drills in Korea called Freedom Shield. This March 1, hundreds of thousands of people in South Korea mobilized against President Yoon and Freedom Shield. We stand in solidarity with the South Korean people’s call to end all US-South Korea joint military exercises, and we further demand an end to the US military occupation in Korea.”

Marc Botenga, Member of the European Parliament for Belgium said, “While, traditionally, some European countries participate in Freedom Shield, I believe European countries should not send forces that will escalate tensions on the other side of the world. They should concentrate on building peace, through diplomacy and disarmament. And there is already a lot to be done in this sense, both in Europe and its immediate neighbourhood.”

Manolo de los Santos, Executive Director of The People’s Forum said, “While Trump calls for peace, his rhetoric is overshadowed by war threats. The forthcoming U.S. War Games on the Korean Peninsula pose a grave risk not only to global peace but also to the sovereignty and dignity of the Korean people. On March 1st, we must unite in solidarity with the Korean people and their movements, affirming our commitment to peace and a future without occupation.”

Ket Maarte of BAYAN Northeast said, “BAYAN stands in solidarity with our Korean comrades in their demands to cancel Freedom Shield 25 and remove US military out of Korean land. It is a shame that the Philippines was one out of the 12 nations to participate in the US-ROK exercises last year. But it is not surprising that our government is complicit in the ongoing militarism against the Korean working class. The Filipino people know all too well what it is like to have our land, sea, and people exploited for the interests of US imperialism. It is imperative that we show our solidarity in the genuine liberation of the Korean and Filipino working class! Because if the US falls in one, the US falls in all.”

미 전역에서 한미연합 군사훈련 ‘프리덤 실드 25’ 중지 촉구

3.1 뉴욕, 샌프란시스코, 로스앤젤레스, 시애틀서 6백 여명 집회

104개 재미동포단체, 미국내 반전단체 등 공동성명 발표

한미연합 군사훈련 ‘프리덤 실드’(Freedom Shield)의 실시를 앞두고, 재미단체 노둣돌은 재미동포단체들, 미국내 반제반전단체들과 연대하여 한반도에서 미국의 군사화와 군사긴장 고조의 중단을 촉구하는 집회를 미국내 4개 대도시에서 열고, 공동성명을 발표했다.

이번 활동은 노둣돌이 주관하는 ‘미국은 한국에서 나가라’(US Out of Korea) 캠페인의 일환으로 열렸다. 또 이번 집회와 공동성명 발표는 한국에서 매주 진행되는 윤석열퇴진, 사회대개혁 집회의 3.1 기념행사와 연대하여 진행됐다.

‘미국은 한국에서 나가라’ 캠페인은 3월 10일부터 3월 19일까지 한국에서 진행될 예정인 ‘프리덤 실드’ 군사훈련에 반대하는 집회, 시위를 현지시간 3월 1일 오후 1시 뉴욕, 샌프란시스코, 로스앤젤레스, 시애틀에서 6백 여 명의 참가자들이 모인 가운데 개최했다.

뉴욕에서는 200여 명이 ‘다그 함마르셸드 광장’(Dag Hammarskjöld Plaza) 앞에 모였으며, 히로시마 원폭 생존자들과 유럽의회 의원 마르크 보텡가(Marc Botenga)도 동참했다. 샌프란시스코에서는 250여 명이 샌프란시스코 ‘위안부’ 기림비에 모였으며, 로스앤젤레스에서는 150여 명이 버몬트 메트로역(Vermont Metro Station)에 집결해 대한민국 총영사관까지 행진을 이어갔다. 시애틀에서 수십여 명이 일본군 성노예 생존자이자 일본군 위안부 정의를 위한 활동가였던 길원옥 할머니의 삶을 기리고 추모하기 위해 시애틀 한국 총영사관 앞에서 열린 추모 집회에 모였다.

윤석열 대통령이 최종 탄핵 심판을 앞두고 있고, 트럼프 전 대통령이 북(조선)과의 외교 재개를 모색하는 등 한반도의 정치적 미래는 불확실한 상황에 놓여 있다. 이러한 가운데, 미국은 한반도 내 긴장의 주요 원인이 되어 온 ‘프리덤 실드’ 군사훈련을 70% 확대한다고 발표했다. 이로 인해, 지난해 10회였던 합동 화력훈련이 올해는 17회로 증가할 예정이다. 대규모 한미연합 군사훈련은 1954년 부터 실시됐으며, 1976년대부터 매년 봄 대규모 전반기 연례훈련이 진행돼왔다. 이 전반기 훈련은 2023년 바이든 행정부 하에서 ‘프리덤 실드’라는 명칭으로 개편됐다. 지난해 이 훈련은 12개국 군대가 참여하는 다국적 훈련으로 확대되었으며, 훈련 횟수도 전년 대비 두 배로 증가해 위험한 수준에 이르렀다. ‘프리덤 실드 2025’에 추가적으로 참여할 국가들은 아직 발표되지 않았다.

트럼프 행정부가 북(조선)과 대화 재개에 관심을 보이고 있다고 밝혔음에도 불구하고, 평화,반전단체 활동가들은 ‘프리덤 실드’ 확대 및 ‘폴라리스 해머’(Polaris Hammer)와 같은 군사훈련들이 외교적 진정성을 결여하고 있다고 지적했다. 또한, 트럼프 미국 행정부가 최근 한국 및 일본과 공동 발표한 성명에서 한미일 3자 안보 협력(JAKUS) 강화 및 대북 제재 강화를 재확인하고 있어, 바이든 행정부의 대북정책과 크게 다르지 않다고 경고했다. 이는 한반도와 동아시아 지역의 긴장을 더욱 고조시킬 수 있다. 이에 따라, 평화, 반전단체 활동가들은 ‘프리덤 실드 25’ 군사훈련의 즉각적인 취소와 미국의 군사적 긴장 고조 중단을 촉구하고 있다.

노둣돌(Nodutdol for Korean Community Development)의 윈터 오(Winter Oh)는 “윤석열 대통령의 탄핵 위기 속에서 한국 국민들이 민주주의를 지키기 위한 싸움을 벌이고 있는 가운데, 트럼프 행정부는 ‘프리덤 실드(Freedom Shield)’라는 극도로 공격적인 전쟁 연습을 강행하고 있습니다. 3월 1일, 한국에서는 수십만 명의 시민들이 윤석열 대통령과 프리덤 실드에 반대하여 거리로 나섰습니다. 우리는 한미 연합군사훈련의 전면 중단과 주한미군 철수를 요구하는 한국 국민들의 외침에 연대합니다.”라고 말했습니다.

벨기에 유럽의회 의원 마르크 보텡가(Marc Botenga)는 “전통적으로 일부 유럽 국가들이 프리덤 실드에 참여해왔지만, 유럽 국가들은 세계 반대편에서 긴장을 고조시키는 병력을 파견해서는 안 된다고 생각합니다. 대신 외교와 군축을 통해 평화를 구축하는 데 집중해야 합니다. 이러한 노력은 유럽과 그 주변 지역에서도 시급히 이루어져야 합니다.”라고 강조했습니다.

‘더 피플스 포럼(The People’s Forum)’의 사무총장 마놀로 데 로스 산토스(Manolo de los Santos)는 “트럼프가 평화를 외치고 있지만, 그의 발언은 전쟁 위협으로 가려지고 있습니다. 한반도에서 예정된 미군 전쟁 연습은 세계 평화뿐만 아니라 한국 국민들의 주권과 존엄성에도 심각한 위협을 가합니다. 3월 1일, 우리는 한국 국민과 그들의 운동에 연대하여 점령 없는 평화로운 미래를 위한 우리의 의지를 함께 확인해야 합니다.”라고 밝혔습니다.

BAYAN 노스이스트(BAYAN Northeast)의 켓 마르테(Ket Maarte)는 “BAYAN은 프리덤 실드 25의 취소와 주한미군 철수를 요구하는 한국 동지들과 연대합니다. 필리핀이 지난해 미-한 연합군사훈련에 참가한 12개국 중 하나였다는 것은 매우 부끄러운 일입니다. 그러나 우리의 정부가 한국 노동계급을 겨냥한 지속적인 군사주의에 공모하고 있다는 것은 놀라운 일이 아닙니다. 필리핀 국민들은 우리 땅과 바다, 그리고 우리 국민이 미국 제국주의의 이익을 위해 착취당하는 것이 어떤 의미인지 너무나도 잘 알고 있습니다. 그렇기 때문에 우리는 한국과 필리핀 노동계급의 진정한 해방을 위해 연대해야 합니다! 미국이 한 곳에서 무너지면, 모든 곳에서 무너질 것입니다.”라고 강조했습니다.
